Abstract


Abacha military junta in Nigeria since the last session of the coup junta also the independence of Nigeria , the most authoritarian and corrupt session of the military government . Nevertheless , on the one hand, pressure calling for democracy at home and abroad , on the one hand, in order to seek the legalization of the rule , Abacha military government still propose and implement the policy of the government to the people , in order to achieve the government to the people to transition to an elected government , in order to achieve the goal of democratization . This paper attempts to Abacha government to the people , thus revealing the true colors by analyzing the Abacha military government proposed the government to the people policies and their implementation process, as well as the army and the local nationalism in this period of development . The paper concludes that : Abacha junta government to the people process is a tightly controlled process , it is merely the Abacha seek a cover off his uniform election ; Abacha military government creatively the partition turns in power system , at all levels of the government and parliament elections , reform of federalism in Nigeria , but it imposed oppressive rule and crack down on the behavior of the opposition , a serious impediment to the process towards democracy in Nigeria .
