Abstract


"Manage" standard of administration tradition and concept of enforcing the law of administration branch under the system of tradition planned economy in our country, bring about administrative enforcing the law dividing tentatively careful, the organization of enforcing the law is more than the correct or required number, the cost of enforcing the law is high, and often appear many organization enforce the law or empty enforcing the law problem in practice. City management comprehensive enforcement is a new living things, and has developed in almost 300 cities. Following the traditional governmental self-designs, depending on the governing patterns, such as the carrying out of dyadic administrative means, relatively concentrated administrative penalty right system, was short of sufficient support of legal principle, add the aim’s complication of city management is diversifies gradually, the violent conflicts between the law-executors and the peddlers have frequently occurred, the contradiction between the legitimacy and innovation the prohibits the carrying out of the work of administrative synthetical enforcing the law of city. With the moving forward all-around of our country reform of the administrative system and the basic principle of the ruling the country, it is an important problem in theory and practice field that is confronted with commonly how to reform and deepen and strengthen administrative enforcing the law of city management and establish effective administrative enforcing the law of city management.The article has five parts. The first part of this thesis summarizes the concept、connotation and relationship of city management comprehensive law execution, the second part introduces the current developing situation of city management comprehensive law execution in our country. The third part is about the problems and the cause of problems about city management comprehensive law execution, for example:the city management comprehensive law enforcement legal framework not perfect the city management comprehensive law enforcement’s procedure use owes the standard、the city management comprehensive law enforcement system is not perfect、the city management comprehensive law enforcement supervising mechanism is not perfect. The fourth part of suggesting further reform of city management comprehensive law execution. The countermeasure is the establishment, in the current city management comprehensive law execution exists above the subject matter foundation, mainly has makes the city management comprehensive law execution related laws and regulations、to improve the city management comprehensive law execution official’quality、to construct the city management comprehensive law execution the surveillance system and so on. The fifth part is probing Qingdao city management comprehensive law execution system using Shinan district as an example. This article is making theoretical innovation and practical apply to be tied, to research the universality problems and the restrict factors through the difference of every city administrative enforcing the law, to change the ideas of enforcing the law further, to solve problems in the process of our advance and development by using the way of reform and innovative acts, to design effective policies for the innovation of our country city administrative enforcing the law and realize good city government.
