In the late 20th century before a long period of time, due to the "urban priority to develop" guiding principles and policies of countries, cities tend to a large number of educational resources, leading to uneven development of urban and rural compulsory education. The overall level of teachers, urban and rural areas there are clear boundaries. The gap between urban and rural teachers is not easy, but in the long term since the founding of the historical process of formation. To protect the interests of teachers in basic education in rural areas and promote balanced development of rural compulsory education, but also inseparable from the education system and education policy of protection. Since the founding, especially in the 21st century, China’s policies for rural teachers, the number of lot, showing the state of rural education attention.60 years of New China, the national policy on rural teachers, not only can learn from the valuable experience of history, but also found some problems for the future of rural teachers in policy formulation and implementation for reference. This paper attempts an objective analysis of policy on the basis of rural teachers, summarizes the historical stage and the macro trends, identify problems, analyze and solve problems.Paper is divided into four parts. Carding the first part of the main teachers of rural compulsory education policy since the founding of the specific content; second part focuses on teachers in the rural compulsory education reform and opening up policy can be divided into before and after the reform and opening up of two major phases, summarizes its characteristics and trends; s three parts of the main constraints of rural teachers since the founding of policy formulation and implementation factors; last part of the discourse of teachers for rural compulsory education policy in the historical evolution of some problems and some corresponding strategies.Thesis, literature and history of induction, the time for clues to historical series, in this based on the analysis of issues, summarized the problem, identify problems and suggestions.
