Abstract


In the transformation process of traditional systems to modern systems, there is a profound contradiction - reform requires a stable social and political environment, but the reform itself may lead to social and political instability. In traditional society, the social and economic development is limited, information flow is not high, expectations and interests of members of society is not much demand, which may form relatively stable social and political forms, although this stability may have rigid or stagnant characteristics. But in the social transition, visions of reform and development inspire the subjective expectations of members of society dramatic increase exponentially, while the real level of social and economic development and the opportunities provided by development for the members of society can only rise slowly arithmetic progression, coupled with the speed of social differentiation and social mobilization higher than the pace of development of social integration, which is easy to lead the transformation of society into unstable social and political status. Reform and development of present China has entered a period of golden opportunity and prominent contradictions, and how to achieve social and political stability that can maintain social order and increase social vitality from the perspective of state control and social autonomy, which has become major theoretical and practical issues faced by the reform and development.Political stability study has two basic dimensions, namely, social order and social vitality. On the one hand, political stability is a core value of social order, the existence and operation of any society needs to establish a rational social order. If there is no reasonable order, social production will be difficult to be normal and society will fall into chaos. We must create and maintain a reasonable social order in order to ensure the smooth progress of reform, construction and development. Social transformation often means that social structures and operating mechanisms are in a state of change, as well as, the issues arising from these changes may lead to a series of social problems which affect the normal social order. In this macroeconomic context, maintaining a reasonable social order is fundamental and unique significance for political stability. On the other hand, social vitality is the source of power of political stability, the ability and the force inspired by social vitality can form the power system to promote social development and stability. Only stimulate the dynamic of all areas of society, so that each individual’s skills and creativity have been maximized and the ability and creativity of the members of society to create a strong force through social integration, and the driving force in this form will push society into more lasting and more rational stability. Therefore, the order and are the relationship of complementary and mutually reinforcing, social and political stability depends on the interaction and coexistence of the order and vitality; By contrast, in practice, one needs to optimize state control and on the one hand needs to promote social autonomy in order to promote social harmony and political stability.Since reform and opening-up, China has made unremitting exploration in theory and practice of political stability, which have expanded and deepened the theoretical system of political stability as well as in response to the internal demand of China’s deepening reform and promoting the scientific development. Reform and opening-up means that the society of China has entered a process of change, and political stability has become particularly important and even become the overriding task, three generations of leadership proposed that development as a support force of political stability, reform promote development and strengthen the foundation of political stability, as well as the idea of people-oriented and maintaining sustainable stability, which continue to lead the practice course of political stability in China: persist in taking economic construction as the center, and constantly improve the party’s leadership and governance and the rule of law as the basic strategy of governing the country. It can be said, political stability have achieved great success both in theory and in practice since reform and opening-up, and reached political stability of a high level that has the features of holistic, sustainable, dynamic and complex.Of course, it is undeniable that since the reform and opening-up in China, there are still many problems that affect social and political stability and form huge challenges for social and political stability in China. With the accelerating process of globalization, interdependence has become existence manner and basic laws of contemporary human, which not only brings opportunities to China’s political stability, but also forms a serious challenge for political stability. The impact of some domestic factors on China’s political stability is also particularly profound, such as slow improvement of people’s livelihood, conflicts between officials and people, ethnic conflicts and religious conflicts, and the acceleration of information also increases the difficulty of maintaining stability to a certain extent. Of course, the most important issue faced by China’s political stability is that weakening and even the absence of state control and social autonomy doesn’t improve in the process of reform and opening-up.The realization of political stability in China today needs to consider from two angles that is both state control and social autonomy, which means to seek a sustainable social and political stability in the balance of state control and social autonomy. The transformation and development of society can not be carried out if there is no authority, there is no guarantee of social development if no order, and social development will lose intrinsic motivation if there is no vitality, therefore, committed to the unity of authority and order and vitality, and promote sustainable political stability from two aspects of the state control and the promotion of social autonomy. To optimize the state-controlled, we need to uphold the party’s leadership, improve the party’s ability and carefully select the state control center, and build new model of state control on basis of coordination of interests, the rule of law as a basic means of state control, and the individual and society as a starting point to increase the authority of state control; To promote the growth of social autonomy, we need to firmly establish the concept of fairness and justice, increase social self-organizing capacity, and promote positive interaction between government and society.
