Abstract


Finnish women's political participation, awareness is very strong, the proportion of female citizens in voting has gradually than males. In parliament , the government , political parties and other national institutions such as the political system of the proportion of women politicians and positions are also high. Throughout the world, women's history , there are few countries in which women can be like Finnish women as broad and deep participation in the country's political and economic life . In order to investigate the extent of women in politics and women in the political system, the relationship between the expression of interest demands , this article from a gender perspective to examine the Finnish women politicians in the public policy process and the reasons for the impact , and chose to 1970s to 1990s vocational training policy, for example . Through selected four policy-making process , women politicians in the meantime the specific policies as well as the final results of layers of analysis , the completion of Finnish women politicians in vocational training policy impact analysis on the causes . This paper argues that , compared with other countries , Finland reason why women politicians from a gender perspective successfully impact on vocational training policy , mainly behavioral , institutional and structural three reasons, and hoped that the analysis can be women in our country to promote public policy aspects of gendered play a reference . In addition to this introduction and conclusion , mainly by four chapters . The first chapter discusses the theory of gender and public policy these two key concepts , and explains how to look at from a gender perspective and influence public policy ; second chapter of the Finnish women politicians in public policy-making influence do a broad outlines and analyzes to understand the political context in Finland and public policy -making process based on the use RNGS research methods to evaluate the Finnish women politicians in the public policy influence ; chapter focused vocational training in Finland policy , panoramic analyze the success of Finland 's four cases ; fourth chapter of the Finnish women politicians in vocational training policies impact on the masterpiece of the attribution analysis , and the reasons are classified as behavioral factors , institutional factors and structural factors three categories.
