Abstract


With respect to human activities , the environment is an essential public goods , an important resource for human survival are inseparable . The present era, environmental protection has increasingly become a hot topic , from air pollution to climate change, from the dry river to the water crisis , from the urban greening to forest protection , and around and distant things in a common theme . talk and elaboration. Emissions trading system within the approved total amount of emissions in a certain area , and compensation for the use of environment as a precondition , both supply and demand through the establishment of effective combination of a market mechanism and environmental protection market in order to achieve effective use of emission rights , environment protection the system . The object of emissions trading is the environmental capacity resources , and its essence is the environmental capacity of resource use rights . Of the system is not complete , the country must conscientiously sum up the experience in domestic and international emissions trading under the premise of the existing problems in China 's emissions trading in-depth analysis , and actively build the accurate amount of sewage calculated and monitoring system , clear the initial allocation of emission rights system , improve the market and transaction monitoring system , as well as comprehensive emissions trading law , and gradually form suitable for China's emissions trading system and environment -friendly society goals .
