Abstract


With the industrialization process development, environmental issues have also been put on the agenda of Governments. Environmental issues, and foreign scholars' research results can be divided into three treatment modes: First, the traditional executive order mode; Second, economic instruments, including environmental taxes and emissions trading system; three civic participation. Either in theory or in practice, emissions trading systems have caused the government and scholars attention. This article from the perspective of the administration of government functions Emission Trading analyze and study what the government should play a role for emissions trading. In this paper, inductive analysis of previous studies, based on the Government's emissions trading is defined as the functions of the planning function, security and regulatory functions. This conclusion is as follows: First, the Government of planning functions in emissions trading need to do is to implement total control and selection of the initial allocation of emission rights scheme. For the current environmental situation and trends in China, we recommend that the Government chose strict capacity total control program. The initial allocation of emission rights allocation scheme has free and paid distribution in two ways, taking into account the emissions trading policy can be implemented, and is currently used by most countries and regions are allocated free of charge, but the development trend of emissions trading, the initial allocation scheme should be paid to the distribution of free allocation gradually transition. Second, the government role in the protection of emissions trading, at present China has not yet introduced emissions trading emissions trading laws or regulations, only the individual local governments to implement emissions trading regulations, it is recommended that the Government should introduce laws, administrative statutes or regulations, or local laws or regulations to implement emissions trading law. In the emissions trading market, the government should foster the main supply and demand emissions trading body. Furthermore, it should establish the nature of affiliated institutions nationwide and local scope trading platform. Third, the government's regulatory functions in emissions trading, first, to improve its regulatory system, including the different levels of regulatory approach, and strengthen cross-regional emissions trading management agencies. Secondly, we must strengthen the sewage business real emissions monitoring and emissions trading regulation. Finally, by holding hearings and other means to encourage citizens to participate in the regulation of emissions trading to build a government, businesses and citizens to participate in the regulatory model.
