Abstract


Due to the international economic crisis of 2008,the international markets are weak and domestic economic growth is lack of energy.The exports of household electrical appliances are blocked,household electrical appliance industry is facing serious challenges,and it is currently necessary to expand new markets.As a proactive fiscal policy,to a certain extent,whether the policy could solve the problem of excess production capacity in the household electrical appliance industry,whether the policy has played a role of stimulating economic growth and expanded domestic demand,who are the real beneficiaries of the policy.The studies of these problem are of great significance to whether the policy should continue to be carried out and how to implement.This paper study the relation between consumption and economic growth,compare the effects of urban and rural consumption to economic growth and come to the conclusion that it is necessary to expand rural consumption market.With analysing the consumption structure of rural residents in China,the paper study the feasibility of the policy.Before and after implementation of the policy we selected typical household electrical appliances production data,and using the hypothesis testing methods tests have been done.By setting up the linear regression model,we study the policy’s effects to stimulating consumption.We get the conclusions:the policy had more or less effects,but residents consumptions mainly depends on income levels,especially household electrical appliances such as durable goods are more deeply dependent on the permanent incomes,therefore,compared to the prices of household electrical appliances,the subsidy is smaller.The effects to stimulate consumption are not very satisfactory.Then,with the use of panel data model,from different regions and different income levels,this article study the really beneficial groups of the poliy.The results believe:for the current level of farmers’income,The low-income and the middle-low-income have the strongest desire to buy,they are most likely buyers of the products.For different regions, the per-consumption level of household electrical appliances of the residents in the eastern region is lower,while in the central and western regions of China,residents have greater demand for household electrical appliances.
