Abstract


Cultural influence and restrict the development of crack problems, the fundamental way out is to further deepen cultural restructuring. And cultural reform to be successful, must be policy innovation; policy innovation system will ultimately lead to national culture of innovation, so that the success of the cultural system.In the 21st century, cultural awareness, cultural self-confidence and the resulting cultural self-psychology, enables us to consciously recognize the shortcomings of China’s traditional cultural system, cultural system of supply and demand law of contradictions and cultural institutions of the parties involved in each game law to take the initiative to further deepen cultural restructuring. Coupled with China’s accession to the WTO and other external international environment changes, promoting China’s cultural system must be reformed.In this paper, empirical research, literature research method, comparative study of research methods to study law; to public policy theory and institutional economics theory as the theoretical basis for research. In this paper, the original brief review of the cultural system, is designed to control today’s cultural system, in order to compare, explore the cultural system of China’s current policies and measures for the content in what ways, in what areas of policy innovation; secondly, this article traces the cultural system reform and external motivation; Finally, the paper focuses on the culture of this decade the practice of reform policy research and evaluation of performance outcomes, which summed up the issue of China’s cultural system and innovation policies.
