Culture diversity or multiculture is an important feature that differentiates Canada from other countries. In 1971 Canadian government announced multicultural policy and Canada became the first western country to promote multiculture. In 1988 Canada enacted Canadian Multicultural Law and confirmed this policy. The implementation of this policy has received various reactions. For some, the term multiculturalism represents an organized attack on Western values and institutions, resulting in a form of extreme relativism and social anarchy. For others, however, multiculturalism is an outgrowth of some of the highest values in the west: tolerance, diversity, and humility.There are over 200 countries and more than 5000 nationalities in this world today, among which 10% are minorities. At present, there are over 900 million people throughout the globe who are suffering from discrimination because of their nationality, race or religion. The development of human race not only requires health, education and decent living standard, but also needs cultural recognition and respect. Therefore, Canada’s example provides reference for other countries with multicultural features to deal with their cultural and ethnic issues.A lesson we can learn from Canadian experience is that we need to keep a balance between divergence and convergence and a tension between tender components and realist components in policies relative to national identity. Take China for example, it has over 56 nationalities or minorities besides Han nationality. Multiculturalism is an important issue for Chinese national policy and for our fostering the National Spirit.This paper consists of five chapters, Chapter one is a general introduction which offers us a brief account of the research topic and questions to be addressed in this paper. Chapter two is an overview of the theoretical background of Canadian multiculturalism and related theories. Chapter three discusses the historical background of Canada and the necessity of Canada recognizing itself as a multicultural country. In chapter four, some problems and challenges encountered by Canada are highlighted, and some insights and suggestions have been offered. Chapter five concentrates on the achievements and contributions Canada has made. The last part is the conclusion of this study.
