Abstract


Regional economic integration is an important trend in world economic development. Currently, the Beijing-Tianjin-Hebei economic circle has entered a substantive stage of cooperation, become a new bright spot in China's economic development. Any of a regional economic development can not be separated from the high-quality human resources, science and technology human resources as a high-quality human resources, and various resources in support of Beijing-Tianjin-Hebei economic circle rise to become the most critical elements. Regional economic integration is bound to bring about the integration of regional talent development and regional integration of human resources. Regional integration of human resources through continuous sharing of resources to promote human resource development in the region, policy coordination and convergence of systems and services through the establishment of a regional human resources development cooperation mechanisms, to break human resources limited by geographical or departmental management, the progressive realization of regional talent fully optimized configuration of the free flow of human resources in the region, in order to give full play to the advantages in human resources in the region, to achieve high efficiency and effective use of human resources. Science and Technology of Beijing-Tianjin-Hebei economic circle is very rich in human resources, distribution, configuration and development policy different, but can not be shared, the advantages of the region as a whole did not fully play out. Beijing is China's original innovation hotbed, scientific research institutes and institutions of higher learning science and technology human resources as the main force, should play the role of regional and national R \u0026 D center; Tianjin high-tech enterprises and research institutes, institutions of higher learning science and technology human resources the innovation main building of the high-tech R \u0026 D transformation base; exceed the Beijing-Tianjin-Hebei large and medium-sized enterprises as the main technological innovation, agricultural science and technology activities, should research for the bridge, in order to focus on traditional industries and agriculture, technological innovation, the implementation of cited only by intellectual strategy to strengthen cooperation with Beijing and Tianjin, and construction of the Beijing-Tianjin scientific and technological achievements into base and technology business incubators base.
