Abstract


In recent years, as the African political stability and economic development, Africa's international status get improved. The great powers the Africa, competition is intense. In recent years the eu based on new trends in Africa and the European Union in the pattern of the world in the important position, systematically combing and analysis of the European Union after the cold war to African policy, have certain theoretical and practical significance. This paper will take history as context, inspection after the cold war to the evolution of the eu policy, analyzes each stage to the policies of the causes, content, effect and prospect. During the cold war, the relationship between trade and aid is not limited to two aspects.
